FRANKLIN COUNTY PUBLIC COMMENT/PARTICIPATION POLICY

WELCOME

The Franklin County Board of County Commissioners are pleased to have you at our Commission meeting. We appreciate your presence, welcome your participation, and want your visit to be interesting and informative. The following is a brief summary of the Commission’s Meeting Rules of Procedure that apply to citizen participation. See the meeting agenda so that you can follow each item of business the Commission will be discussing.

WHEN MAY I ADDRESS COMMISSION?

If you want to address the Commission about an issue that is not on the agenda or a non-action item on the agenda, the place to do this is during “Public Comments” and you may speak for up to three (3) minutes. This time is reserved for citizens who want to make a request or provide input that doesn’t require discussion. The spot is frequently used by citizens who don’t want to stay for the entire meeting and don’t need an immediate response from the Commission.

Citizens also have a chance to address the Commission about action items on the agenda. After a motion has been seconded on any action item, the Chair will ask if there are any comments from the audience. If you wish to speak, limit remarks to no more than one (1) minute. For the record, always give your name and address before you begin speaking. If you’re representing a particular group or organization, state that, too.

Always address remarks to the Chair or the Commission as a whole, never to an individual commissioner or the audience.

Speakers may speak once on an action item and may not yield their time to another person.

IMPORTANT: In order to be recognized by the Chairman to speak, either during public comments or on any agenda action item, you must have completed and submitted a speaker card to the Board’s Administrative Office prior to the start of the meeting.  You may fill out the speaker card here.

BE BRIEF, BE RELEVANT, AND ALWAYS BE CIVIL!

Commission meetings can be long. Our Commission works hard to keep meetings moving along in a productive and civil manner. Please plan your remarks so that you can make your point clearly and quickly. Always be courteous and civil. The Chair may call down speakers (or members of the audience) who violate the Commission’s rules of decorum.

Here are some “no-no’s”: personal attacks or threats, booing, heckling, cheering, inappropriate clapping, verbal outbursts, and distracting private conversations during proceedings.

Also, signs are okay outside of the meeting room, but are not allowed in it.

Commission Meeting Rules of Procedure (will be available at franklincountyflorida.com at a future date) give the Chair control of the meeting, much like a judge controls his courtroom. These same rules also give the Chair the flexibility to use his or her judgment in running an efficient and orderly meeting.

Airport Master Plan Update Public Hearing

AVCON, Franklin County Airport Engineer, hosted an Airport Master Plan Update public hearing.  At this meeting the development alternatives were presented to the public with public feedback.

DOH-FRANKLIN/GULF PROMOTES EARLY DETECTION AND TREATMENT TO FIGHT BREAST CANCER

 Apalachicola, FL and Port St. Joe, FL — In recognition of National Breast Cancer Awareness Month in October, the Florida Department of Health in Franklin and Gulf County encourages all women to receive regular screenings to promote early detection and treatment of breast cancer. DOH-Franklin/Gulf staff participated in a PINK OUT to bring awareness to the disease. Important advances have been made through increased awareness, breast cancer screenings and better treatments.

“The Florida Department of Health in Gulf and Franklin Counties encourages women to take charge of their health by scheduling regular mammograms,” said Sarah Quaranta, Administrator, DOH-Franklin/Gulf.  “We offer screenings to women who qualify through our Breast and Cervical Cancer Early Detection Program. Early protection is the best protection.”

According to the CDC (Centers for Disease Control and Prevention), not counting some kinds of skin cancer, breast cancer is the most common cancer in women in the United States, no matter a person’s race or ethnicity. The American Cancer Society estimates 19,900 new cases are expected in Florida this year alone. In 2019, 3,000 women in Florida died from Female Breast Cancer.

What should women do? Make “No excuses, ladies.” Women should talk to their health care provider about their individual risk factors and the frequency of receiving mammograms, as well as complete any recommended mammogram screenings. Additionally, women can lower their risk as follows:

  • Get and stay at a healthy weight
  • Be physically active
  • Limit or avoid alcohol
  • Choose to breast-feed
  • Quit smoking and or vaping

The Florida Breast and Cervical Cancer Early Detection Program (FCCEDP) provides access to the breast and cervical cancer screenings doctors recommend. The screenings are free or low cost for those who meet the program eligibility requirements.

Medicare insurance also provides mammograms to women age 65 and older without a copay.  Please call 1-800-633-4227 for information on receiving mammograms through Medicare.

TRAVEL UPDATE

Cases of coronavirus disease (COVID-19) have now been reported in all states, and some areas are experiencing community spread of the disease. Travel increases your chances of getting and spreading COVID-19. Travel may also expose you to new parts of the country with differing levels of community transmission. And, if you’re infected, your travel may put others at risk– along the way, at your destination, and when you return home. You are responsible for keeping yourself and others safe at all times. CDC recommends you stay home as much as possible, especially if your trip is not essential, and practice social distancing especially if you are at higher risk of severe illness. Don’t travel if you are sick or travel with someone who is sick. Residents from Louisiana, Connecticut, New Jersey and New York are still advised to isolate or quarantine for a period of 14 days from the time of entry into Florida or the duration of the individual’s presence in Florida, whichever is shorter. If you are coming from any other area of community spread, please stay home. Now is not the time to travel for non-essential trips and potentially exposing residents in our communities.

Lately we’ve been receiving more calls and emails inquiring about the difference between seasonal allergies and COVID19 symptoms. COVID-19 and seasonal allergies share many symptoms, but there are some key differences between the two. For example, COVID-19 can cause fever, which is not a common symptom of seasonal allergies. The image attached compares symptoms caused by allergies and COVID-19. Because some of the symptoms of COVID-19 and seasonal allergies are similar, it may be difficult to tell the difference between them, and you may need to get a test to confirm your diagnosis.
